I agree there are a lot of myths here.
The one I’m not 100% agreement with is that PMs are not decision-makers. Of course they are, in their domain of decision-making authority. I would see that as the following:
- What is the acceptable level of uncertainty?
- What are acceptable risks?
- What is the prioritization of work based on customer outcomes and business needs? In this case, research may come from a different team than the people implementing the work but the PM makes the call on priority.
- What is the appropriate technical tradeoff to get to the right customer outcomes and business needs? In this case, the tradeoff information is provided by the engineer.
