I've tended to believe that these two should be very similar if not the same in most cases. If you build something great for the customer but not for the business there will be a mismatch.

Your point made me wonder if we really need some constraints on the costs of running the business vs. the right thing for the customer. If this is the case you could imagine project managers being part of the CFO's org vs. product management (and user research) being in a different one. It creates a healthy tension between them.
